Regenerating the City: Public Engagement in Urban Planning across the Strait

演講介紹:
近年來,隨著兩岸三地的社會發展,城市規劃過程中的潛在問題亦逐漸浮現,並引起各地社會的衝突與矛盾。為什麼中國大陸的城中村拆遷、香港的新界東北發展、台北的寶藏巖等推動發展的規劃項目會不得民心?究竟是規劃師與社會脫節,還是市民對規劃的認識不足?在各地不同的社會狀況下,如何能使市民更多參與規劃過程,令發展方案更以人為本?各地的規劃過程和模式又有什麼值得對方借鑑?

在演講中,來自兩岸三地的規劃學者將透過著名的例子為我們闡釋各地在規劃中的社區參與過程及其影響力,並為我們點出未來社會減少紛爭、邁向共贏的發展道路。

講者介紹

伍美琴教授:香港中文大學地理及資源管理學系教授、城市研究課程主任、未來城市研究所副所長及香港亞太研究所副所長。伍教授的研究涵蓋都市更新、社區規劃、規劃政治等範圍。她同時亦為香港規劃師學會的資深會員和美國、日本等地的規劃相關機構會員。

黃麗玲教授:台灣大學建築與城鄉研究所副教授及前任所長,全球化城市研究中心創辦人。黃教授的研究範疇包括社區營造、都市研究、全球化與區域發展等。她曾任台北市和桃園縣都市計劃委員及參與寶藏巖、三鶯部落等議題研究。

萬小媛博士:英國謝菲爾德大學(Sheffield University)城市與區域規劃專業助理講師。萬博士的研究範圍包括規劃中的公眾參與、鄰里管治等。她曾參與北京南鑼鼓巷社區規劃等研究項目。

林艷柳博士:荷蘭烏特勒支大學(Utrecht University)規劃專業助理教授。林博士的研究範圍包括城市管治、城市規劃、城市設計等。她亦曾就中國的「城中村」等問題作深入研究。

Introduction:

These years, accompanying the rapid social development in the Greater China Region are the raising controversies over development projects – issues like the Northeast New Territories Development, Treasure Hill and the demolition of urban villages have all posed profound impacts on the society. What has gone wrong? Who, citizens or officials, should be held responsible for these? And what can different regions learn from one another?

In the event, speakers across the Strait will address the importance of public engagement in urban planning through a number of well-known examples in their respective regions, reflecting on past experiences and guiding us to a more harmonious and win-win development pathway in the future.

Guest Speaker:

Prof. Mee-kam Ng is Professor at the Department of Geography and Resource Management, the Chinese University of Hong Kong. With researches focusing on issues like Urban Regeneration, Community Planning, Planning Politics, etc., Prof. Ng also serves in a number of planning-related organizations overseas.

Dr. Li-ling Huang is Associate Professor and former head of the Graduate Institute of Building and Planning, National Taiwan University. A board member of the Urban Planning Commission of the Taipei City Government, her research interests include Community Building and Place Making, Globalization and Development, etc.

Dr Yan-liu Lin is Junior Assistant Professor in Spatial Planning at the Department of Human Geography and Planning, Utrecht University. Specialized in Urbanism and Planning, her researches have covered a number of issues in Mainland China, including “Villages in the City".

Dr Sharon Xiao-yuan Wan is Associate Fellow at the Department of Town and Regional Planning, University of Sheffield. Focusing on Neighborhood Governance and Public Participation, her researches have covered projects like Nanluogu Alley in Beijing in Mainland China.
